By investing in the services the Garissa Chamber of Commerce and Industry could offer its members, the Chamber was also to appeal to and register refugee entrepreneurs as members.

In light of extremely high levels of informality, particularly in camp-based economies, the programme in Kenya supported a membership drive in the Dadaab refugee camp with the Garissa Chamber of Commerce and Industry. 800 refugee entrepreneurs were reached with information on Chamber services, BDS support and formalization pathways. As a result of the strong service models offered and a desire for representation as business owners, 97 refugee entrepreneurs were registered as members of the Chamber. Follow-up has seen a policy dialogue forum was held in Garissa County under the stewardship of the Garissa Chamber of Commerce and the Garissa County Department of Trade. This gave both refugee and host community entrepreneurs space to discuss trade and finance policy issues affecting the local business community, and to provide the business community feedback to the draft County Trade Bill 2025.
